In the circumstances, I think
we are justified in considering principally
the main complaints of the Junior Clerical
Service and the Governor's proposed new scheme;
and I hardly think it necessary to go into the
petitioner's secondary complaints.
The petitioner's chief complaints
are based on:-

the division of the Junior Clerical Service into
a large number of classes
the alleged inadequacy of the salary scales.
The division into classes:-
At present the Junior
Clerical Service is divided into no less than
eight classes, with salary scales which have been
in force since 1930.
